Job Title: Energy Co - ordinator (East Neuk and Landward Energy
Network)
Location: Based in Anstruther, Fife, and covering the East Neuk and
Landward area
Salary Grade: Salary Scale A P 5 (£ 26,333 - £ 28,679)
Hours: Full time. Some evening and weekend work will be required, for
which time off in lieu can be taken
Term of Contract: This is a fixed term contract until 31st March 2011,
with the possibility of an extension if further funding can be sourced.
Reporting to: ENLEN management group
Qualifications: No minimum prescribed but a degree or similar
qualification in an environmental or energy related subject would be an
advantage.
Car Use: Regular travel within a 15 mile radius will be required and
whilst a full driving licence is desirable, we encourage cycling / public
transport use wherever possible.
Note: ENLEN is the employer of all posts for this project, but recruitment,
salaries and compliance with employment laws will be managed by VONEF (Voluntary
Organisations North East Fife) on behalf of ENLEN
Purpose of Job
The East Neuk and Landward Energy Network aims to provide local solutions to
fuel poverty and climate change , including energy audits , support and advice
as well as enabling increased uptake of the various schemes currently on offer
such as cavity and loft insulation, draught proofing, new double glazing,
heating controls and replacement boiler systems
The Energy Co - ordinator will develop and lead this carbon and energy saving
project, organising events, home visits and giving professional energy advice.
You will also be responsible for recruiting, managing, and supporting up to five
part time Energy Champions who will help to deliver this project within their
own local areas.
It is envisaged that the Energy Champions will be local people who have good
community links , an interest in energy and carbon saving , and a passion for
making a difference , but may not have any specific knowledge or experience in
energy saving . After suitable training, these Champions will be the ‘on the
ground’ contact for their local communities, and will be carrying out initial
surveys, providing advice and motivating their communities.
Key duties and responsibilities
1 Develop and Lead the ENLEN team
- Recruit, support and promote local energy champions in communities and
provide and promote training for groups of volunteers.
- The Energy Adviser will start a series of public awareness meetings,
using these to recruit 5 part time community based Energy Champions.
- The local Energy Champions will be trained by the Energy Co - ordinator,
but each will also be trained to City and Guilds 6176 Energy Awareness.
2 Publicity and Marketing
- Deliver presentations, work - shops and lectures on energy issues to
householders, businesses and other interested parties.
- Run regular local energy awareness meetings in community halls.
- Develop and maintain the eastneukenergy.org.uk website in conjunction
with a specialist.
- Further develop the ENLEN branding and detailed publicity material.
- Publicise and promote the project and related energy efficiency /
renewable energy projects using the local media.
- Help to establish and support local information points and maintain an
overview of the information network.
- Arrange "Ecohouse" open days for early adopters to show what is
possible.
3 Work with the Energy Saving Scotland advice centre to:
- Direct clients to Energy Saving Scotland advice centre services.
- Collate information on all householder grant funding available.
- Liaise with local / national installers (insulation, glazing,
heating controls, plumbing etc).
- Initiate East Neuk "hotspot" campaign.
- Start Home Energy Checks.
- Manage referrals and feedback data.
- Prepare best practice case studies and disseminate to households,
organisations and businesses.
4 Home Energy Checks, Advice and Implementation
- Plan implementation of house by house visits.
- Select and acquire demonstration equipment (insulation samples,
boiler controls etc.)
- Select and acquire smart meters.
- Conduct energy audits for houses / businesses / community buildings,
where required.
- Provide follow - up information, support and advice for contacts
made initially by local energy volunteers (households, community groups and
small businesses) where required.
- Liaise with Fife Council to ensure householders (particularly those in
fuel poverty) are claiming all their benefit entitlements.
- Distribution and training in use of smart meters.
5 Assist householders to liaise with tradesmen for the installation of energy
saving measures identified by ENLEN, such as:
- Cavity wall and loft insulation.
- Draught proofing of windows and doors.
- Double or secondary glazing.
- Reflective film behind radiators on outside walls.
- Set up existing heating controls for optimum comfort conditions
and minimum energy use.
- Upgrading heating controls - especially the retrofit installation
of weather compensating " optimum start " 7 day heating programmer and
thermostats. (especially where additional funding is available)
- Where appropriate, work with the EST on specification of renewable
systems such as wood stoves, biomass boilers, solar thermal & PV systems.
6 Develop and maintain local contacts
- Establish and maintain a database of advice contacts and energy saving
activities in the East Neuk and Landward area
- Develop connections with Fife Council energy awareness campaigns,
their fuel poverty action , and other organisations in Fife such as Fife
Rights Forum, Fife Health and Wellbeing Alliance ,
www.smartcommunityfife.org.uk, Voluntary Organisations North East Fife etc.
- Identify and contact all similar local initiatives within and adjacent
to the ENLEN area and liaise with them as appropriate.
7 Administration
- Create and maintain a database of properties surveyed, action taken and
carbon savings achieved.
- Produce progress reports for the ENLEN management group, Climate
Challenge Fund and project partners.
- Keep financial records of the project, and claim grant money from CCF
- Administrative tasks relevant to the post
- Carry out relevant tasks as requested by the management group
- Build on, and maintain, lists of installers and develop contacts
Note : This list of duties is not exhaustive , and in consultation with the
management group additional tasks may become apparent , for instance to work
towards the strengths of the successful applicant .
Personal qualities and skills
You will be :
- an excellent communicator to a wide range of audiences , both verbally
and in writing .
- able to work constructively with a wide range of types of people .
- computer literate – particularly Word , Excel and Powerpoint .
- able to work to own initiative , without day to day supervision .
- able to organise and prioritise workloads .
- able to inspire and direct the part - time energy champions .
You will have :
- a clear understanding of pertinent environmental issues and a passion
for sustainable energy .
- expertise and understanding of domestic energy efficiency and renewable
energy issues .
- awareness of the behavioural enablers and barriers affecting domestic
energy use by householders .
- knowledge of current funding opportunities for community organisations .
You will have previous experience of :
- implementation of household energy saving measures .
- involvement in community action / voluntary activity .
- public speaking .
- project initiation , planning , development and management .
- supervision of a small team .
